National Official Certification Program Considerations May 2010

The OABO executive met this past weekend and numerous items were discussed and clarified.
OCAA play using FIBA 3 person mechanics and the 30 Sec Time Out procedure will be as previously stated.
The recommended mechanic will be the same as the FIBA Time Out, with all 3 officials meeting at centre court.
The intention is to stay as close as possible to the FIBA Time Out, there is no longer a CCA Manual available to
all officials and this position also provides another opportunity to communicate with the officiating team.
Many younger officials are being mentored on these college games and it offers another chance to talk.
Clarification of the Federation Time Out Mechanic. Further to what is provided in the Federation Manual,
The expectation is that boards will use one set of mechanics for two person games.
Therefore the OABO executive recommends that Federation mechanics be the standard..
Those boards that choose to use FIBA mechanics should inform their members that National Federation 2 person mechanics
will be used at all Article 16 tournaments.
National Officials Certification Program.
Level 1 and 2 grandfathering is to be completed by June 1 2010. An Excel file can be used to submit
names and levels to Don Thorne and myself. If your board is recommending officials for a level 3,4 or 5 grandfathering;
those names should also be submitted. The local board can only grandfather level 1 and level 2 officials. OABO will then recommend to CABO the level 3, 4 and 5 grandfathering officials.

Clarification of the Federation Time Out Mechanic. Further to what is provided in the Federation Manual,
the official who calls the time out will report the time out.
The other official will be at the point of the throw in with the ball. If the throw in is in front of the team bench, the official will be out on the floor, in line with the reporting official, as has been done in the past.
At the conclusion of the time out, the official who is at the point of the throw in, will administer the throw in. The official who was at the table will move into the proper position to cover the throw in. This may necessitate a switch from the positions the officials were in, prior to the time out being called.
Two Person Mechanics for FIBA and Federation games.
